For the second year in a row, the California Assembly has delayed action on legislation that essentially would have criminalized spanking as a form of discipline.
Lawmakers held a hearing Wednesday on AB 2943, which fails to distinguish between spanking as a method of discipline and true child abuse. They delayed action on the bill today, but could resurrect it.
Everett Rice, legislative coordinator for the California Family Policy Council, said he's taking a wait-and-see approach.
