One third of government gambling revenues in Canada can be traced to compulsive gamblers.
Dr. Robert Williams, professor at the School of Health Sciences at the University of Lethbridge and researcher for the Alberta Gaming Research Institute, said the problem must be addressed.
"What private industry brings in a third of its revenues from a small percentage of vulnerable people?" he asked. "It calls into question the entire ethical and moral legitimacy of the enterprise."
