The District of Columbia Board of Ethics and Elections said a measure that would define marriage as the union of one man and one woman cannot go on the ballot, saying it would conflict with the city's Human Rights Act.
Allan Carlson, president of The Howard Center for Family, Religion, and Society, said there's a reason man-woman marriage has been in place for all of history.
"It's where the future comes from. It's where future citizens come from," he said. "Same-sex marriage, by definition, can't do that. It is, by definition, sterile."
The City Council is expected to pass a measure in December that would allow same-sex unions.
