Kentucky Governor Wants to Gamble With State's Future

Kentucky Gov. Steve Beshear hopes to raise $780 million from video-lottery terminals at state racetracks, according to a Courier-Journal.com report.

Beshear made the proposal in his annual budget.

The state is facing a $1.5 billion budget deficit. The governor said without gambling, the state would have to make significant cuts.

Martin Cothran, senior policy analyst for The Family Foundation in Kentucky, said the proposal has almost no chance of passing the House or the Senate.

"The governor is passing the buck," he said, "and passing the buck is not a good governing strategy.
